The presidents of Peru and Bolivia confirmed their intention to participate in the summit of Latin American leaders convened by the President of the United States, Donald Trump, scheduled for March 7 in Miami.

The meeting will take place in a context marked by cooperation in hemispheric security, the fight against international organized crime, and the growing influence of China in Latin America.

José María Balcázar supports Trump’s security agenda

The new Peruvian president, José María Balcázar, stated in an interview with Radio Exitosa that “there is a need to attend” the summit, highlighting the importance of strengthening regional cooperation against organized crime.

Balcázar referred to an executive order signed by Trump in 2025 that designated eight Latin American criminal organizations—including the Venezuelan gang Tren de Aragua—as “foreign terrorist organizations.”

According to the Peruvian president, this legal tool allowed for the reinforcement of the strategy against transnational crime, one of the central issues on the regional security agenda.

Balcázar recently assumed the presidency following the dismissal of his predecessor and will govern temporarily until July 28, when he will hand over power to the winner of the presidential elections scheduled for April.

Rodrigo Paz confirms Bolivia’s attendance and diplomatic shift

For his part, Bolivian President Rodrigo Paz also confirmed his intention to attend the meeting in Miami, highlighting the importance of strengthening the bilateral relationship with the United States.

The Bolivian government has driven a change in its foreign policy, reestablishing ties with Washington after years of diplomatic tensions. Among the priority areas, the following stand out:

  • Cooperation in security and anti-drug efforts
  • Attraction of foreign investment
  • Access to international credits
  • Strengthening bilateral trade

In this context, the full return of the Drug Enforcement Administration (DEA) is being analyzed to expand information exchange and operational coordination.

Trump Summit in Miami: Regional Security and Chinese Presence

The meeting called by Trump will also include leaders from Argentina, Paraguay, El Salvador, Ecuador, and Honduras, with an agenda focused on strategic cooperation in security, the fight against drug trafficking, and the containment of organized crime.

The meeting comes weeks before a possible trip by Trump to Beijing to talk with President Xi Jinping, amid the geopolitical competition between Washington and Beijing for economic and strategic influence in Latin America.

The United States has prioritized strengthening its presence in the Western Hemisphere, where China has expanded its involvement thru financing, infrastructure, and trade.
