Miami Mayor Eileen Higgins has designated James Reyes, a former sheriff candidate and current Miami-Dade County Public Safety Chief, as her nominee to become the City of Miami’s Administrator.

The nomination was made less than two weeks after Higgins took office. However, the decision must be confirmed by the Miami City Commission at its scheduled meeting on January 8, 2026.

Higgins stated that Reyes has demonstrated «transformative leadership» and key executive skills for managing the city.

Profile and Background of James Reyes

James Reyes has worked for Miami-Dade County since 2022, initially leading the corrections department after a high-ranking career in the Broward Sheriff’s Office. He currently oversees both the corrections and fire-rescue departments. He previously led what was then the Miami-Dade Police Department.

Furthermore, Reyes was the Democratic candidate for the sheriff’s position in 2024, although he lost to his Republican rival, Rosie Cordero-Stutz, in an election where the Republican party secured significant victories in key county offices.

Goals for Local Administration

Higgins has indicated that the selection of Reyes aligns with her intention to modernize and streamline municipal government operations.

This strategy includes improving processes such as permit issuance and city personnel management. The mayor believes his focus on transparency and fiscal accountability will help strengthen the city hall’s efficiency.

Reyes, for his part, expressed that he is «honored» by the nomination and grateful for the trust placed in him. He also highlighted his commitment to responsible leadership and to achieving results that benefit Miami residents.

The decision to appoint the City Administrator is one of the first steps taken by Higgins as mayor, a role that made her the first woman and the first Democrat in nearly three decades to lead Miami following her electoral victory.
